How to Set Up Home Internet That Works Without Power: Offers from Ukrainian Providers
To ensure stable internet connection even during a blackout, you can install fiber optic cable in your apartment or office. We have researched which regions are covered by Ukraine's largest providers, how much it costs, and whether the network can withstand several days without power. All offers from companies are listed in the convenient table below.
Vodafone
Mobile operator Vodafone offers Gigabit Net home internet services, for which the Vega team is responsible within the group of companies.
The network is built on GPON technology, meaning the fiber optic cable runs directly to the apartment. The optical line does not require active power between the central node and the subscriber.
Where available: provides services in major cities, including Kyiv, Dnipro, Zhytomyr, Zaporizhzhia, Ivano-Frankivsk, Kryvyi Rih, Lutsk, Lviv, Mykolaiv, Odesa, Poltava, Rivne, Ternopil, Kharkiv, Chernihiv, and Chernivtsi.
Hours of battery life: The company promises network operation without electricity for up to 100 hours.
How to connect and how much it costs: To access Vodafone's fiber optic internet, you need a router that supports speeds up to 1000 Mbps.
Vodafone provides the optical network unit (ONU), which receives the signal and converts it into a regular internet signal for the router in the apartment, at no additional charge. However, the voltage conversion cable for powering the router and the terminal during power outages is subject to a fee of UAH 199.
There are plans ranging from 250 UAH to 325 UAH per month with unlimited data and TV packages included.
Kyivstar
Kyivstar's home internet operates on GPON and FTTB technologies. In the latter case, the fiber optic cable is routed to the building, not to the individual apartment.
Where available: for residents of dozens of cities, such as Kyiv, Kharkiv, Dnipro, Odesa, Lviv, Vinnytsia, Poltava, Rivne, Sumy, Chernihiv, Kryvyi Rih, Uzhhorod, Khmelnytskyi, Ivano-Frankivsk, etc., as well as settlements of regional significance.
Hours of battery life: lithium iron phosphate (LiFePO₄) batteries for UPS ensure up to 12 hours of network autonomy.
How to connect and how much it costs: Kyivstar provides free GPON and FTTB connections to subscribers, but for a GPON connection, it is necessary to purchase an ONU terminal for UAH 600, which is compensated by discounts on the tariff. The monthly cost of tariffs varies from UAH 250 to UAH 500.
Ukrtelecom
Ukrtelecom also uses GPON. They also deploy FTTB, which is cheaper but provides slower connections. According to the company, the length of Ukrtelecom's fiber-optic lines reached 90,000 km as of May 2025.
Where available: Ukrtelecom positions itself as the operator with the largest optical network in Ukraine. Services are provided in over 3,900 localities. If you try to submit an application, a list of 23 regions opens – Luhansk region is not there.
Hours of battery life: Ukrtelecom promises "energy-independent internet" for up to 96 hours.
How to connect and how much it costs: You can connect to the Ukrtelecom network by filling out an application on the website or by contacting the hotline. The connection service costs 1 hryvnia, and the cost of tariffs currently ranges from 99 UAH to 270 UAH per month.
Lifecell
The operator Lifecell offers a comprehensive line of LifeSet tariffs. Most of them include home internet, mobile communication, and TV. The plans offer maximum speeds of up to 1 Gbps or up to 100 Mbps, depending on the technology.
Where available: throughout Ukraine, wherever a connection is technically possible (GPON/Ethernet coverage is available). When ordering on the website, you can select a locality from the list – all 24 regions are available in the "region" field, with Kyiv listed separately.
Hours of battery life: Lifecell states that if GPON is connected and there is a backup power supply, home internet will work without electricity for "several hours".
How to connect and how much it costs:Plans for customers cost from 100 UAH to 500 UAH for four weeks. An optical terminal for connection using GPON technology is provided for rent – its price is already included in the tariff.
Volia
The provider Volia offers home internet based on three technologies. These are a wired Ethernet connection (speed up to 100 Mbps), DOCSIS, i.e., signal transmission via a TV cable (up to 200 Mbps), and GPON. The method is chosen depending on the building.
Where available: In the connection application, you can choose either regional centers (Kyiv, Vinnytsia, Dnipro, Ivano-Frankivsk, Zhytomyr, Zaporizhzhia, Kropyvnytskyi, Kharkiv, Lutsk, Lviv, Rivne, Poltava, Sumy, Ternopil, Cherkasy, Kherson, Khmelnytskyi, Chernivtsi) or cities of regional significance. The tariff conditions state that the private sector is not connected.
Hours of battery life: Volia representatives write that if the router and optical terminal are provided with backup power, the internet will work without electricity for at least 4 hours.
How to connect and how much it costs: New Volia subscribers can connect to plans priced from UAH 100 per month to UAH 175 for 30 days. The network speed within all plans is up to 100 Mbps.
Datagroup
Datagroup can provide fixed home internet with unlimited traffic based on Ethernet, xDSL (signal transmission via telephone wire), and xPON (fiber optic).
Where available: Kyiv, Dnipro, Lviv, Kharkiv, Vinnytsia, Zaporizhzhia, Odesa, Poltava, Kherson, Mykolaiv, Uzhhorod, Lviv, Lutsk, Rivne, Cherkasy, Khmelnytskyi, as well as many smaller towns (Brovary, Vyshhorod, Zhmerynka, Kamianets-Podilskyi, Nizhyn, etc.) and villages.
Hours of battery life: The company offers to buy or rent routers and UPS for a more stable network without electricity. However, the exact number of hours of operation is not specified.
How to connect and how much it costs: For the GPON-based plan, new customers will pay from UAH 100 (speed up to 100 Mbps) to UAH 175 (speed up to 1 Gbps) in the first month.
An xPON-based network in apartment buildings is connected for UAH 1.20, but if additional work is required, it will cost UAH 500.
