The Dutch company Surfshark published the Digital Quality of Life Index 2023 ranking. Ukraine took first place among countries with a low level of GDP in Europe.

In total, the rating evaluates 121 countries with 92% of the world's population according to five key indicators:

  • Internet affordability (how long people need to work to have a stable Internet connection);
  • Internet quality (how fast and stable is the Internet connection in the country);
  • electronic infrastructure (how developed and inclusive is the existing electronic infrastructure that allows using the Internet for various types of activities);
  • electronic security (the ability to resist cybercrimes and protect privacy online);
  • electronic government (digitization of public services, minimization of bureaucracy and corruption and increase of transparency).

In Europe, the ranking is led by France, which ranks first in terms of Internet affordability, fifth in terms of quality, and is in the top 20 in terms of electronic infrastructure, security and e-government. The top five are Finland, Denmark, Germany and Luxembourg.

Ukraine is in 46th place out of 121.

Surfshark also singled out 22 countries that exceeded expectations in e-services compared to GDP per capita. Their higher scores in e-security, infrastructure and government improved their overall digital well-being score. Most of these countries are from Asia and Eastern Europe: the Philippines, Vietnam, Ukraine, Moldova, Thailand, Serbia, Croatia.
