Ukraine launches AI double of Minister Mykhailo Fedorov - how it works

For the first time, Ukraine has created a digital double of a minister using artificial intelligence. Citizens can now communicate with the Minister of Digital Transformation Mykhailo Fedorov via a chatbot on Telegram. The Minister announced this at IT Arena 2025.

The digital twin will allow you to share ideas on how to improve public services. You can send your resume if you want to join the team of the Ministry of Digital Transformation and Diia. You can also report problems with online services. In addition, the chatbot gives advice on development, education and career.

The double responds with both text and voice. It has been trained on more than 10,000 public statements by Fedorov, media materials and social media of the Ministry of Digital Transformation. The most interesting ideas and requests from users will be sent directly to the Minister.

How to launch a digital double of Mikhail Fedorov

To communicate with the digital twin, you need to go to the chatbot @thedigital_bot in Telegram and log in through the Diia app. The Ministry of Digital Transformation is planning to launch a digital counterpart on WhatsApp.

Recently, the Diia portal launched an AI assistant. Also, the first state platform on artificial intelligence was presented in Ukraine .
